are fixed and held together by strong electrostatic forces of attraction.
They CANNOT MOVE thus CANNOT CONDUCT electricity. In molten or when dissolved
in water, these ions become mobile and CAN conduct electricity by travelling
to the respective electrodes.

The ions being alternatively charged create strong electrostatic
forces of attraction; giving the lattice its definite shape, strength, and high
melting and boiling points.
